It is where something was on fire and is not completely out. Such as smoldering ashes in a firepit. There is no flame but the ashes are still smoking and hot. They are said to be smoldering. It can also be used to describe a person's mood, as in: "He was smoldering at the lies that were made up about him."

You spell smoldering like you spelled it in the question, smoldering.
smoldering stage
Floods themselves do not smolder, as smoldering refers to a slow combustion process typically associated with solid materials, like wood or coal, that produce smoke without flames. However, if a flood occurs in an area with existing smoldering fires, such as wildfires, the water can disturb the smoldering materials, potentially reigniting them or spreading the fire. Thus, while floods can interact with smoldering fires, they do not smolder on their own.
NO! .... Specially depends on where you live. I live in Florida where "Burn-Bans" are common. I once had my kids (17 , 18) start then put the fire out for the evening, only they left it smoldering. The next day when i had gotten up the woods behind our house were on fire. So no always make sure the fire is completely out. Try sand it works better.
