The Executive branch of the British government comprises of the Prime Minister, Cabinet Ministers and senior civil servants.
The Prime Minister is indirectly elected by the electorate, through voting for MPs in a constituency. The leader of the party with the highest number of MPs is (usually) appointed the Prime Minister by the Queen.
The cabinet ministers can be members of the House of Commons (MPs) or House of Lords (Peers). They are selected at the discretion of the Prime Minister, and can be appointed and dismissed at his/her will.
