---- The poem is a catalogue of clouds times and precipitation types. But it a catalogue described by the cloud itself, by a personification of the cloud, by Mr Cloud of Cloudsville. The poem is written in anapests, a metre which goes ti-ti-bum ti-ti-bum, like a galloping horse. Not very appropriate for a gliding cloud one might think. One gets the impression that he wrote the poem as a bit of fun on a wet Sunday. ---- Well Im not too sure about that answer. Was it a joke? The cloud, like the leaves in Ode to the West Wind, and the skylark in To a Skylark, is what Shelley wishes he can be in order to advocate and incite revolution on a wider scale. Shelley has been described as an ineffectual angel. His ability to speak his mind and overtly and covertly incite revolution in his revolutionary and romantic poetry was not famous whilst he was alive. The cloud his what he wishes to be so that he is able to incite revolution effectively.
