Every cell membrane consists of phospholipid bi layer, specialized proteins, cholesterol and glycolipids.
Every plasma membrane maintains a membrane resting potential across its surface. Sometimes clusters of cholesterol called lipid rafts are also found.

What is the difference between a plasma membrane and a Cell?

A plasma membrane is a structure that surrounds the cell and separates it from its environment, controlling the movement of substances in and out of the cell. A cell is the basic structural and functional unit of life, consisting of various organelles surrounded by the plasma membrane. Thus, a cell encompasses the plasma membrane within its boundaries.

Why cant polar molecules and ions diffuse across the cell membrane?

Ions cannot diffuse through a phospholipid bilayer because they are not able to dissolve in lipids, hence the phosphoLIPID bilayer . Also, since they have an electrical charge, they are repelled by the membrane.

How is the structure of the basilar membrane related to the excitation of cochlear hair cells?

The basilar membrane is structured so that different regions vibrate in response to different frequencies of sound. This vibration pattern causes the hair cells to bend, which opens ion channels and results in the generation of electrical signals that are sent to the brain for processing. The frequency-specific response of the basilar membrane allows for different pitches of sound to be encoded by the cochlea.
