Portugal operates under a limited government system, specifically a semi-presidential republic. This means that the powers of the government are defined and limited by a constitution. The country has a president who serves as the head of state and a prime minister who serves as the head of government. The constitution outlines the separation of powers between the executive, legislative, and judicial branches, ensuring a system of checks and balances.

Congress and the President share foreign affairs
The separation of powers in the Constitution establishes three separate branches of government, the executive, judicial, and legislative. Each has their own special powers. Checks and balances allow each of the three branches to "check" the power of the other two branches to prevent any one branch from becoming too powerful. The president's powers are limited by the power of the other two branches. For example: the Court can rule an action by the president as unconstitutional and the Congress can over-ride a presidential veto.
All three branches are limited and that is where the term checks and balances comes from. The legislative branch has to send the bill to the president before it becomes law. If the presidents wants a person for a position he has to have congress approval.
That is separation of powers.
They can do things that limits the two other branches' powers. For example, if a President vetoes a bill, Congress can override it if they gets a 2/3 vote.
