The space shuttle landed on the dry lakebed at the Edwards Air Force Base 60 times. This includes 5 free flight tests of Space Shuttle Enterprise. There were 2 additional primary landing sites: The Shuttle Landing Facility at the Kennedy Space Center (78 landings) and Vandenberg Air Force Base (never used). There was 1 backup landing site used when weather did not permit landing at a primary site: While Sands Missile Range (1 landing, STS-3). White Sands was activated only one other time during STS-116 due to poor weather conditions both in Florida and California. Weather cleared in time for Discovery to land in Florida however. There were numerous emergency sites along the east coast of the United States and several across the Atlantic.
Bad weather from a tropical depression was expected in the Houston area - where Mission Control is located - at the time the original landing was scheduled. The possibility of interference with communications at such a critical stage of the mission is too risky and so the shuttle was brought back before poor weather set in.

Space shuttle landings are always planned to occur at the Kennedy Space Center. There are alternative landing sites in readiness as poor weather can prevent the shuttle landing in Florida. Edwards Airforce Base in California is the second choice and is sometimes used. The use of the Edwards facility was discontinued after the new strip was built at the Kennedy faclity. Landings at Edwards required that the shuttle be lifted up, strapped to the back of a specially modified 747, flown to Kennedy, and then offloaded. It was cheaper in the long run to just build the lengthy stip at Kennedy.
