When announced, it was justified as a way to produce large amounts of electrical energy (to support the centrally planned massive increases in industrialization). It was also claimed that it would help avoid floods, support irrigation, facilitate water transport, and increase tourism. Of these - the only thing it has actually had much success with is power generation.
