There are three kinds of urban blight. Physical, functional and frictional. Vandalism however falls under the category of physical. Physical blight is simply the physical deterioration of urban surroundings other examples can be, garbage, damage done to public property etc. Basically in laymen's term anything that does not belong or looks "ghetto" or isn't physically supposed to be there (vandalism) is considered physical blight.
