White, green, wulong (oolong), and black teas are all made from the same plant: Camelia Sinensis. What differentiates them is how they are processed. White and green teas are not oxidized at all, while black tea is fully oxidized. Wulong (which is the correct spelling of "oolong," now that Pinyin is the official system for romanization of Chinese writing) is any tea with oxidization levels in between green and black tea.
This used to be called fermentation, and sometimes still is, but it's actually oxidation. To do this they whither the fresh leaf (basically let it wilt), bruise it to bring the juices out to the surface, and then let it oxidize in the air. This is just like how an apple slice will turn brown if you leave it out, and you'll notice that oxidized tea leaf is brown just the same!
