If the boy has genital herpes but is not having an outbreak - and a condom is used - the chances of transmission are quite low. Somewhere around 1 - 3%. But it is important to remember the risk of transmission is ALWAYS a possibility and it is possible for the boy to have viral shedding without symptoms, which significantly increases the risk of passing it on to the girl.
