Because they invented a better thing called a pen.
Some stopped using quills when they could buy pencils. No goose required. Quill tips needed constant reshaping. some smart guys created metal tips for the quills. They lasted longer and wrote better. Then the quill part got replaced with various things like mother of pearl, wood and metals. Eventually, the quill part got larger and was hollowed out to hold ink and a tip was designed that would plug the open end and slowly feed it to the tip. NOW the pen was, if not reliable, at least portable. These were filled with eyedroppers and are still called eyedropper pens or ED to this day. Next, the holder or barrel, was filled with a rubber sac attached to the front end. The sac was squeezed to expel air, then it drew in ink. Feeds were improved so pens were less likely to leak ink at the wrong time. Still the most common writing tool was a pencil.
When did they stop using quills? When they could get something they perceived as a better instrument to write with. Those in cities probably stopped using quills sooner.
