If the parking lot is on city property (not owned by the landlord), city rules will dictate who can park there and when. However, if the parking lot resides entirely on private property, and assuming that proper signage is in place, then YES the landlord can restrict the parking spaces to residents only. Most apartment/condo parking lots at the very least offer some parking spaces for visitors.

The Amtrak station in Portage, Wisconsin has six long-term parking spaces. Amtrak shares a parking lot with Canadian Pacific Railway. If the Amtrak spots are filled, you may park in the CPR spots at the west end of the lot. There is no parking attendant, so Amtrak suggests you call the Portage Police Department, and they will jot your plate number down in their dispatch notes.

Definitely yes. In many cases (such as the building I live in) the residents have to pay a monthly or yearly parking fee to the landlord or owner. Some of them may be designated handicapped parking spaces. A guest has no right to occupy the residents' paid-for parking spots. A private residential parking lot is private property, and the landlord or owner has the right to restrict parking as they see fit. A guest, even with a handicapped placard, runs the risk of having their car towed away if they park in a space reserved for residents.

60 feet wide (180/3)=60 The 60' will actually consist of a two-way traffic lane AND parking perpendicular to the lane on both sides... So the 60' is further divided into an 18' deep parking space, a 24' wide vehicle lane, and another 18' deep parking space. If you have angled parking or one way traffic lanes, you can reduce the 60' width. This is called a double loaded lane (parking on both sides) and is the most efficient use of space for a parking lot and vehicle circulation space.

I doubt it. It was an empty parking lot. There was no obligation on the person parking to use one of the available spaces, unless there was a prohibition notice displayed which forbid parking beside the ATM. Even then, such a prohibition would be unenforceable if the parking lot is private land. For the driver of the parked car to have any 'blame', there would need to be a sign warning them that cars parked in this area were especially liable to damage. As the driver of the moving vehicle, you carry the blame for the collision.
