Depends. Some people take a long time others not so long. I did my PhD in 3.5 years and that was considered short. If you dedicate yourself to the course work and writing the dissertation about 3 years total. Many grad schools have a 2 year set course you have to complete before you can consider getting your committee together and starting on comps.
