Questioner is confused. Extradition only applies when retrieving prisoners from state to state. Extradition does NOT apply to in-state warrants. Since the same set of laws apply all over the state, he can be held under a valid in-state warrant with no further legal action required by the apprehending county. Are you sure that you're not being held for action on local charges? If the county that wants you hasn't sent someone to pick you up yet, file a Writ of Habeus Corpus.

There is no time limit...Tennessee is doing a favor to Fulton County by holding the person and they can be held, by law, until Fulton County Sheriff's Office decides to extradite the individual so that the warrant can be served. Tennessee pretty much is out of the picture.
When you have served your period of incarceration in the first county, before they release you they should check to see if there are any other "criminal holds" on you. When they find the bench warrant they will hold you for the other county to come get you and return you to the court that issued the bench warrant.
