The answer to this question is unknown, as leopard geckos would never be found in the water, much less under it. Most reptiles, however, can hold their breath for a very long time, and have low oxygen requirements. A leopard gecko that wound up under water (for whatever reason, it's hard to fathom), would probably get water in its nostrils and possibly its lungs, however. This may lead to a respiratory infection afterward.

African Dwarf Frogs can stay in water forever but they can only stay above water for 15-20 minutes

A leopard gecko CAN get wet, but it shouldn't stay in water. They can drown very easily, so don't have them in deep water! If they need moisture, lightly mist them with a simple spray bottle.

Your tank is already overstocked. Putting the frogs in there will eventually kill the fish. (and the frogs won't last long either). Frogs are amphibians and piddle and poo in the water making it poisonous for fish. Frogs should be kept in a vivarium where the habitat is part dry and part wet.
