Usually the bag water temperature will match the tank water temperature within a half hour to an hour, depending how large the fish bag is. Fish stores usually put enough air in the bag for it survive for several hours.
A good way to release the fish into the tank is to slowly mix the tank water in with the bag water to allow the fish to adjust to any pH difference. Be gentle and ease the fish into the tank. The less stress on the fish the better chances it will survive.
Fish need oxygen in order to survive. The bags are filled with water, then pressurized with a bit of compressed air. The fish will only survive a few hours at most in these bags, as the oxygen either leaks out or, in time, turns into carbon monoxide.
It is always hoped that the aquarium has been properly prepared for the fish in advance to the fish arriving. It takes time to fill these and then heat the water up to the required temperature for the type of fish being purchased. Don't forget the water filtering either ... best to have everything set up so once the fish arrive home, they can go immediately into their new home.

It should take about 90 minutes to acclimate your fish before removing from the bag. You first need to float the fish in the bag to slowly adjust the water temperature in the bag to the temperature in your tank, then you can start adding bits of your tank water into the bag of water to adjust the PH as there is likely to be difference.Once this has been done, you can safely remove only the fish from the bag and dump the water from the bag into the sink rather than adding it to your clean tank water.
