The Pressler Amendment created a policy that the US would only render economic aid to Pakistan if they did not possess nuclear weapons. In the late 1980s, Pakistan paid the US over $460 million dollars for F16s. When it was determined that Pakistan had nuclear weapons, the order was canceled. A refund was not approved until almost a decade later. An American CIA contractor was jailed for double murder in Lahore, Pakistan, despite diplomatic immunity, after he shot two allegedly armed men in an incident. Pakistan released the contractor after a large sum of money was paid to the families of the men who died. The US has carried out a series of drone attacks on sites in Pakistan. These have started under the Bush administration, and have continued under Obama. It is reported that some Americans and Pakistani citizens, including children have been killed in the attacks. The United Nations has ruled the attacks as illegal, and says that they are violation of the Human Rights charter. However, the presidential administration maintain that the drones are very precise, and only strike intended targets. There is documentation that the Pakistani army chief agreed to the use of drones. It is believed that there are between 300 to 900 civilian/military deaths related to drone attacks. The US supplied $156 million dollars in initial aid after the Kashmir earthquake in 2005. More supplies and aid were sent in the following months.
