They did not care about keeping the existence of their kind a secret. Aro, Marcus and Cauis all craved power and decided to create the Volturi coven and guard to overthrow the Romanians. Aro carefully selected vampires with strong psychic abilities for his guard. This was a mistake that the Romanians made. The Romanians chose vampires based on physical strength. The Volturi slaughtered all of the Romanian coven except for two, Vladimir and Stefan. Vladimir and Stefan had been waiting to spring a trap on the Volturi when they retreated. They did not expect the Volturi to win the fight. The two remaining Romanians have a bitter hatred of the Volturi coven, especially Jane and Alec (who they refer to as "the witch twins") because they were one of the main reasons the Volturi won. The Volturi rule better than the Romanians. One of the laws that the Volturi passed was to keep the existence of their kind a secret. Though many vampires questioned this at the time, it was totally worth it, as modern day humans could build things that could harm or kill a vampire.
