Sometimes, bills are just dropped because no amendments to them CAN be made enough to satisfy the Lord's objections. The House of Commons does retain a right of veto over the Lord's decisions, and could if it wanted to overrule the Lords and make something law anyway. But this hardly ever happens in practice, as it is seen as anti-democratic; the last time this was done was in 2003, when Prime Minister Tony Blair was so determined to take Britain to war in Iraq that he overruled the Lord's opposition to it and went ahead regardless. Only the most ruthless and undemocratic of Prime Ministers, such as Blair and Margaret Thatcher, would contemplate such a move.
