Purchase level two in engineering tech. Then, drag some builders to the stream by the fertile soil that needs irrigation. It will then say something like "He/she could build a dam here."

TO DAM LONG!
To dam long
Grand Lake O' the Cherokees dam in Oklahoma is only 1568 mt long, Hirakud Dam in Orissa, India is the longest in the world. It is 26 km or 16 miles long. The Afsluitdijk in the Netherlands, build between 1927 and 1932, is 30 km long (32.5 km if you take the parts on land into account). It divides the Zuiderzee (now called IJsselmeer) and the Waddenzee so it is really a dam not a dijk.
The Three Gorges Dam is 2,335 meters (7,661 ft) long, 185 meters tall (607 ft), and 115 meters (377.3 ft) wide. The Three Gorges Dam site is 27 miles upstream from Yichang City proper, at Sandouping Town, 38km upstream from the Gezhouba Dam Lock.
Yes you can, however, the logic is not to expand an existing hydro dam (which is not very practical) but to build additional dam or dams on the same water streamline.
