When did the Confederacy institute its conscription policy?

On April 16, 1862, the Confederacy decided that Union forces were large in comparison to the South. This of course based the huge population difference the Union had as an advantage. It was the first draft in US history. The draft policy called for the eligibility of all healthy white men between the ages of 18 and 35 to serve for as long as 3 years. And, the current enlisted forces to be extended as well. In September of 1862 the ages were raised to 45. Late in the war, the ages were extended to 17 and 50. Certain exemptions were allowed for men engaged in war defense industries. Also, included for exemption were owners of 20 or more slaves. There were other "flaws" in the fairness of the Southern draft laws as well. In 1863, the Union enacted its own draft laws.
