That depends how long they want you banned. Some people can be banned for a week, while others can be banned forever. In fact, I know someone who was banned for 300 years. If you've done something unacceptable on Flipnote Hatena and cannot access it through the DSi, you are banned forever. Basically, they either tell you how long on the computer or you won't be able to go to it on DSi.
