You can get a CDL as soon as your driving privilege is reinstated. However, it won't do you any good. For the first three years after your conviction, nobody will even look at you. Any application you turn in will be discarded as soon as they see your recent DUI conviction. Insuring you would be much too costly for it to be worthwhile for them.
Some companies MIGHT consider you after three years, but most won't, and the ones who will are typically crap to work for.
If seven years have passed since your conviction, you should be alright... some carriers are strict about no DUIs on record, but most are more open once you've hit that seven year mark.

The points alone from the DUI conviction will make it practically impossible for you to get a CDL driving job for the three years following your conviction.
