From what ive seen as long as no other brotherhood of steel guys are around they won't turn hostile. if there are, it will only be those guys, not the whole brotherhood. (so yes, you can kill them, take their holotags, and then sell them, pretending that you simply found the person dead... lol.)
It won't be out for a long time. Bethesda is going to finish Elder Scrolls 5 before even thinking about a sequel to the Fallout-franchise. There are some disagreements with the ownership of the Fallout-series too, so it'll be a while. My guess is something like 2014 maybe...
