We'll need a little more information here. Like the shape and dimension of the steel container. Why? Because the rate of heat transfer is proportional to the area that is exposed. So a sphere which has very little surface area for the enclosed volume, would cool more slowly than, say, a long thin cylinder, which has high area for the enclosed volume. We also need to know the starting temperature of the water AND we need to know how close to 18C you want to get. The rate of temperature change slows down the closer the two temperatures get to each other (it is an exponential decay) ... so we'd have to know if 90% of the way there, or 99% of the way there, or within 0.1C is close enough.
