To drive from Tel Aviv to the northern part of the Dead Sea, the quickest route is to go via Jerusalem (although, with the new highways, you don't have to enter Jerusalem itself). The drive from Tel Aviv to Jerusalem takes just under an hour; and the drive from the Jerusalem area takes about another 30 minutes.
