It depends on the year. But it is ALWAYS 40 days before Easter. (40 days before is the 'quarta feira de cinzas' so the real carnival begin the Friday before that, and it ends 40 days before Easter)

Maybe this estimate is recounting people for each day. Officially Carnival is only 4 days but in practice there are events spread over 2 weeks.)
