It took me 4 years to complete my PhD, but I was lucky. I really had no hang-ups in my research. There were people in my program who had been there 6 years with no results.
Receiving the doctorate is dependent upon how hard you want to work for it and unfortunately, in some cases, pure luck with experimental success.
A PhD program requires from 3-7 years to complete. Unless you are going to teach criminal law/justice in a college or university you don't need to spend the time getting a PhD. You can get by just fine with a 2-4 years of college. A PhD is harder than you think it is and it requires so much focus that there isn't time for much else ( take my word for it).

So, all told, that's around 8 years after graduation from high school, and 10 wouldn't be out of the question.

Since Criminal Justice is a Major it depends on the institution, on your work ethic and also on what degree. It depends on the institution because larger colleges have more option for when to take classes so if you can't take a class in a certain semester larger institutions offer more of that specific class so it is easier to graduate on time. Your work ethic because the more you work the faster it can be done usually. Associates degrees are usually two years, Bachelor Degrees are four years and Masters are usually 6 years. Go to colleges and find the adviser for Criminal Justice students and they will be able to help you out more.
