A tax refund check from the US government comes by first class mail. If you have a bank account and want the money deposited more quickly, opt for direct deposit.
HR Block will first lend you an amount equal to your anticipated refund minus fees. It will give you this loan in the form of a check or a prepaid debit card. You will sign a piece of paper authorizing HR Block (or its bank) to open a bank account in your name and you will give them power of attorney to make withdrawals from the bank account. HR Block will put down on your tax return that you want your refund direct deposited into the bank account that you just authorized them to open. The IRS will direct deposit your refund into the bank account. HR Block (or its bank) will then immediately withdraw your refund from the bank account and use the money to repay the loan they gave you earlier. If, for any reason, the IRS does not direct deposit your refund into the bank account or deposits less than expected, then HR Block (or its bank) will pursue you directly to repay the loan.
I assume you are talking about your Federal Refund and not a state. It will depend on how you filed your return. The quickest by far is through electronic filing. An electronically filed tax return will allow you to receive your refund within 21 days according to the IRS. The real answer is that your refund will be direct deposited into your bank account from 8 to 15 days depending on what day the return was accepted. Say your return is accepted on or before Wednesday, you will receive your refund usually one week from the following Friday. This is assuming you don't have a tax of government debt that has a lien on your refund.
TurboTax uses Bank of America for the deposit of tax refunds. Your tax refund is deposited in a Bank of America account and then transferred to your personal account.
It can be if the garnishment was by a government entity. If the garrnishment was by court order in favor a a private entity it cannot. CAVEAT: If the refund is direct-deposited into your bank account it has then been "converted" to your private funds and the garnishment can be made against assets contained in the bank account.

no
the economic stimulous checks are mailed out (or direct deposited) according to when you filed your 2007 income tax statement. It's Bank of America's Wire Transfer routing Number. I had my Tax refund deposited it to, and now nobody can find it. Don't use that number if you can avoid it.
Your best place to find information on a federal direct loan would be your local bank. You can also check bank websites like Scotiabank, Royal Bank, etc.
