It depends on your bird. It might take anywhere from 30 minutes to 3 weeks. Mine learned in roughly 10 minutes! You should have your bird tame first so they won't freak out when you take
them out of their cage or try to fly everywhere. Have your bird in an area where you can easily put your finger up to their abdomen. Then just put your finger up to them and say "step up." Don't be surprised if your bird just stares at it for a while! Be sure to reward them with a few treats when they did it right!!
There are a few things you can teach them to do. I know you can teach them to talk (some never talk), you can teach them to ring a little bell on one of their bird toys, and sometimes you can get them to whistle. You can also possibly teach a parakeet to fly on to your finger, as this trick is most likely tough to teach. There are probably other things you can teach them too. I suggest you research for more info. Remember to only teach them one trick at a time, more than one (being worked on for a while), can confuse your parakeet.
Talk to your new bird in a calm voice and be very steady when putting your hand in its cage to change food and water. They will sit on your finger like a perch within a week and teach them the "step up" command which involves you putting your other finger on its chest and pushing up. They also love when you sing to them, nothing hard rock though...
A step by step tutorial on how to use the ClustalW command line can be found on an online site called Bioinformatics. It gives step by step directions.

In a very tiny nutshell, the Chain of Command ("CoC") is a direct step-by-step link between a junior sailor and his direct supervisor, his supervisors supervisor, etc. through the president. Questions/requests are sent up step by step, and orders are sent down step by step.

Well, my dog doesn't run away when he's off-leash, which is quite often. Teach the recall command and make sure the dog has perfected it before letting him off leash. At first, bring treats everywhere you go and reward the dog for paying attention to you - this will make your dog want to come to you, because he knows something good will happen. There are many websites that explain the recall command step by step.
