Bertie Ahern was first elected to Dáil Éireann, the Irish parliament, in June 1977. He became leader of his party, Fianna Fáil, in November 1994. He became the head of government, the Taoiseach, in June 1997 and remained as Taoiseach until May 2008. He was succeeded as leader of Fianna Fáil and Taoiseach by Brian Cowen. Bertie Ahern is still a member of Dáil Éireann. The next general election must be at the latest be held by May 2012. Bertie Ahern will not be standing for re-election.
There is no time limit on a Taoiseach as such. There must be a general election at least every 5 years. After that the Irish Parliament - Dáil Éireann - elects a Taoiseach. So if the same government won several elections, a Taoiseach could be in power for a long time. If he resigns as Taoiseach, as Bertie Ahern did last year, a new Taoiseach can be elected. Bertie Ahern was Taoiseach for 11 years. Eamon DeValera was Taoiseach for 16 years.
