Difficult question to give an exact answer to, mainly because we don't know what dark energy IS. We know it's there, we know it's been operating for at least seven billion years.
But whether it was always present and simply left no mark that we can measure, or whether it only started at that time, is something we can't know at this time.
The problem is that the presence of dark energy -- whatever it happens to be -- is very difficult to detect. Doing so requires very precise measurements of a lot of galaxies, and the error bars are not insignificant.
