it should be in the trunk, you will see a hole in the rear trunk panel where the rest button is located.
Most likely it is coming in throgh the trunk seal. On a dry day wash your car and then open the trunk and see if the trunk seal is wet and there is a trail of water entering the trunk
usually in the trunk,some are in the passenger right side kick panel. some galants do not even have one.Ex. 1995 galant s does not have one.

You can access the bulb for the license plate illuminator by popping the trunk and looking directly behind the plate holder on the trunk-lid itself. There should be a swist type quick release plug that holds the bulb in place. (similar to the third tail-light on models without the spoiler)
