Companies are governed by their constitution or articles which state the length of terms and conditions of re-election. Similarly political bodies are constitutionally bound. They normally elect for 3 or 5 years.

Most other (non-elected) officials in the Executive branch basically serve "at will" and can be fired by a superior at any time, and there's no reason they can't serve under more than one Presidential administration if they're doing a good job.
