It can, but it would be better for it if you wrap it in plastic and put it in the refrigerator. If it is left out it will dry out and the texture won't be nearly as pleasant for eating in the future. As well there is a chance that it would attract ants which can be very difficult to get rid of.
According to the FDA Bad Bug Book, the pH of watermelon is between 5.2 and 5.8 - which is not low enough to discourage the growth of pathogens. I would treat cut watermelon like any other potentially hazardous food and not leave it unrefrigerated for more than 2 hours. If this is at a picnic where temperatures reach 90 degrees F, then limit it to one hour.
