It depends on how much time and effort you are prepared to put into it. And how determined you are to become proficient. People with natural talent - a good sense of rhythm and good co-ordination of hands and feet - should learn faster than someone with less talent provided they put in an equal effort. But everyone who is determined enough can learn to play the drums well enough to get pleasure from having mastered the skill to the level they are happy to settle at. But it is impossible to give an answer to the question "How long to learn" in terms of years, months or weeks.
It depends. On the student on the teacher and on the drums. I had a really bad teacher and a really bad set for about 2 years and i wasn't that good. I then upgraded my drums and got a better teacher. I'm practicing a LOT more because its just more fun on a better set. The teacher makes a HUGE difference. if the teacher is good you should be able to move forward at some rate...but really if you don't practice then you REALLY won't get better. Best of luck!
If you can count 1-2-3-4 while you tap your foot to the 1 and the 3, then tap one hand to the 2 and the other hand to the 4 you will be able to learn 5 or 6 basic rhythm patterns in your first hour with a decent teacher or even another basic level drummer.

Dont play drums even for 1 minute without protecting your hearing. Ear plugs can be bought from good musical instrument shops for very little money.
