I believe you're looking for 152 which is Rotom. It's in the Old Chateau in Eterna Forest. You must interact with the TV on the 2nd floor at night in order to activate it.
That Pokemon is Rotom and There is only one way to actually see it and that's by battling it. You can find it in the old Chateau. Its upstairs in the room with a TV press A against it to battle it :Note: you must have the HM cut to get inside the Chateau
You go to Old Chateau in the forest near Eterna City. You must use cut to get in to Old Chateau. You will run into Pokemon along the way. You do need to have the National Dex to get it. Steps : 1. Go to Old Chateau 2. Go Up Stairs and Go Through the the door that is up north. 3. Go inside the door then go ahead when you get to the door turn left and you will see a tree go around it the go in the next door then go up to the TV and press (A) But you must wait till 8:00pm then you will battle him

No trainer has a Rotom. You have to catch it at night in the Old Chateau in Eterna City Forest (you must beat the second gymleader and get the attack cut). You must also have the Secret Key. You get it through mystery gift. Once you press start at the beginning of the game, you will see 'Get Mystery Gift' You can get it from a friend or get it from WiFi connection. Then go upstairs and you will find a room with a TV (one of many). It will ask if you want to use the Secret Key on the TV. Say yes. Then you battle Rotom at lvl 20. It is a ghost/electric.
You have to play lots of games and interact in the community to earn stars. You must be patient because it takes a long time to get a star.
User skill is required to use a PS3 just like you must learn to use a computer. Don't expect it to work as easy as a TV or last as long.
