The London Underground (Tube) serves the actual City of London, known affectionately as "The Square Mile" and Greater London. Greater London is made up of cities or 'boroughs' and are in the Coulnty of London. The tube serves many outlying cities as it stretches from the main 'circle' to places as far as Heathrow Airport but I do not believe there are any journeys more than an hour from 'Central London'.
The cheapest and probably quickest way is by rail. The best option is to go from London City Airport DLR station to Woolwich Arsenal and then get a Southeastern train service from Woolwich Arsenal to London Charing Cross. Once at Charing Cross, get the London Underground Northern Line to Leicester Square and then the Piccadilly Line to Heathrow Airport. Although this journey may sound quite complicated it is the best way and the services are frequent. Alternatively you could take a taxi which would probably take longer and be considerably more expensive but will obviously make the journey easier.
