It isn't possible to give an exact answer, as the length of time will vary depending on the company that supplies that number, the level of demand for phone service in the area and the scarcity of phone numbers.

Phone numbers are issued to companies in blocks of 1,000 or more numbers. In an area with very low demand (such as 01650 Cemmaes Road area code in rural Wales) there may be so few new customers that it's not necessary for a phone company to recycle old numbers for many, many years.

Similarly, other areas have a high demand, but plenty of spare numbers to go around. For example, London, Cardiff and Coventry have seen a big surge in demand for numbers but were renumbered back in the year 2000 to make sure there were enough spare numbers to go around. Each of these cities has 79 million numbers available, so companies can easily get stocks of new numbers for customers, rather than having to reissue old numbers.

By contrast, some areas have very high demand and not enough numbers to go round. For example, the Bournemouth 01202 area code has nearly run out of spare phone numbers, meaning that companies have to reuse old numbers much more quickly.

Mobile phone numbers are a different case again. Currently, all 11-digit numbers beginning 074, 075, 077, 078 and 079 are available for mobile phones, giving over 500 million numbers for a population of a little over 60 million. Consequently, mobile phone numbers are often not reused for years after disconnection.

After talking with an Openreach engineer he advised me that numbers should not have been in use for at least 1 year, preferably longer, so as to minimise the chance of the number still being on call lists or databases. However in my experience it may well be worth Googling your number as I found that my number had previously been supplied to 2 businesses and some directory sites were still listing these numbers as contact numbers despite 1 business not having held that number for over 9 years and the other not having held the number for 3.5 years. I was still getting sales calls for these companies thanks to some very outdated contact lists.
