No more than 1 hour per day, 5 days per week. They should be playing, running, and so forth at least twice the time per week as they spend on videogaming.
I would give them an hour a day and regulate what games they play. One way to do this is to have a reward system where they earn play time.

Its the same thing as watching a sports game. You are being entertained even though you are not using much energy. Most gamers take their video games quite seriously, in fact have actual emotions when things go good or bad. All a video game is, is an interactive movie.
