GPM stands for gallons per minute, what you do is take the amount of gallons of your pool, divide by the gallons per minute and you'll find out how long it takes the pools water to be cycled once. A pool should be cycled at least 4-6 times a day.
Yes it is safe, in fact I would recommend it; I manage a pool and spa store in Richmond, Va and own a pool myself. We never turn the pump off in season except for routine maintenance. Keeping the pump on helps keep the pool properly sanitized, and prevents the growth of algae and water molds. It is to my knowledge, not harmful to the pump, as most of our customers do the same, and we don't have many failures. Manufacturers build the pumps for this kind of use, they are warn out faster by starting and stopping than by continuous operation.
First of all remove all remains of the cat. then super chlorinate it and leave it to filter for a day. check the chlorine levels and every thing should be OK after that. so long as the chlorine levels are correct the water should be properly disinfected.

Pumps are normally run during the day time because that is when the pool is generally used and in a lot of situations the neighbors wont be disturbed by hearing it. However it makes little difference when you run the pump.
I think you should. The reason why is that sometimes at night the pool lights should be on to symbolize that it is unnecessary to enter, and what if you walk around your pool and trip? My old swimming pool lights were on at least an hour everyday just in case you don't use the lights for a long time it can stop working. The downside to turning on pool lights is that it wastes electricity, but you don't have to put it on for exactly 1 hour, you can turn the lights on just for a few minutes, or how long you think.
If your water temperature is above 80F, anywhere from 8-12hrs. per day is recommended. What I do is get the water stabilized and crystal clear and then back off an hour at a time and monitor water clarity.

You should run the filter on your 18 x 4 pool for at least 6 hours per day or for as long as direct sunlight shines on the pool. In very warm climates, you will need to run the pump for at least 8 hours.
It will be less expensive for you in the long run to request permission to install the pool. Keep permissions granted with your ownership documents, so that there is no future question about the legality of the pool. Should you choose to install it without permission, be aware that one day, the board will notify you -- or your subesquent owner -- that your pool is illegal, require you to remove it, and fine you perhaps daily for every day you refuse to remove the unapproved pool.
