Yes Brass can corrode especially if coupled to a more noble metal in which case it will undergo Galvanic Corrosion. Amines and Nitrogen containing compounds can cause Stress Corrosion Cracking.
if rust is forming on a wheelbarrow, it is already magnetic. Rust is Iron Oxide, and a wheelbarrow must be made of iron if there is rust on it. Iron is always magnetic, so an iron wheelbarrow would be magnetic regardless of whether it had no rust or lots of rust on it.

Yes, over time brass can show mild signs of rust, especially inside the pipe. Most modern faucets are thoroughly treated to be rust resistant though, so you don't need to worry unless you have very old faucets.
Considering the enviroment, most manufactures make bathroom towel rings rust proof.

I would soak it in penetrating oil for a day or two, then take a brass or fine steel wire 3 or 4 inch wire wheel available at most hardware stores, mount it on a drill or small bench grinder and watch the rust fly off. Make sure you wear a face shield!! There is a different less aggresive procedure for fine or light rust. Contact me for that info.
