A library is a collection of books or the building where books are kept. Loudness is not a property of either.

Books and buildings do not create sound of and by themselves. Sound needs a source.

Generally a library is a quiet place though of course people using the building will create some noise.

For example: quiet areas are usually very quiet; you will usually only hear the rustling of paper, the scratching of pencils, and the occasional whisper. Meeting areas are louder, since they involve groups of people collaborating together and/or quietly socializing.
