There are lots of blogging sites out there, and blogging software in case you'd rather self-host it. Wordpress lets you download the software that powers their site and install it on a server if you desire. Otherwise, you'd have to use their online version.

You cannot make a blog on WikiAnswers. Though, you could possibly treat your bio page as a blog, by editing it every day or so. Other than that, there is no blog, at least on WikiAnswers. There is a blog all about WikiAnswers and sometimes stuff that isn't about WikiAnswers, but isn't really for personal edit or use.
