You can't MAKE an IP adress, you use your own, unless you buy a server or a new router.
A IP address can not be just hidden. Someone however can download a proxy server and it can make it harder for someone to trace their IP.

A "dynamic IP address" would use DHCP or some other form of this to automatically assign your device an IP without an user intervention and usually should be set unless you need to make you IP set to something very specific.

In fact, IP Relay has legitimate uses for hearing people. e.g. If you're from the US and are travelling to Canada and want to call a friend in the USA when the nearest phone is too far, you can with IP Relay.But please, please, please DO NOT use IP Relay for unethical and illegal purposes.
