The normal position for the VDB on all cents minted since 1918 is under Lincoln's bust, to the left edge of his coat. However some 1973 cents from Philadephia - no mint mark - were accidentally minted with no VDBThese pennies are worth $0.15 and up depending on condition. It will have an S only if it was made in San Francisco. The mint mark position has been under the date on all Lincoln cents since 1909. blank = Philadelphia (cents don't use a "P") D = Denver S = San Francisco
I'm assuming your question refers to 1909 Lincoln cents minted at Philadelphia and with VDB on the reverse side. According to PCGS, mintage figures for all 1909 Lincoln cents are: 1909 VDB: 27,995,000 1909-S VDB: 484,000 1909: 72,700,000 1909-S: 1,825,000 Remember that Philadelphia didn't (and doesn't) put a mint mark on cents so there technically isn't a "P" cent, and all cents minted since 1918 have Victor D. Brenner's initials on them.

A 1935 Lincoln cent has the same design as all other wheat cents, including the 1909-S example shown above. The only difference is that for cents dated 1918 and later, the designer's initials V.D.B. (Victor David Brenner) appear under Lincoln's shoulder rather than on the reverse.
Whatever British coins were being minted in 1916, were still being minted in 1918. The Half-Sovereign coin was not minted in 1917, but resumed minting in 1918. Use a magnifying glass to look at the fold of Lincoln's coat, around the 8:00 position. The initials will be there, just like they are on all cents minted since 1918. If your coin has no mint mark, its value ranges from about a nickel in worn condition to a quarter in Almost Uncirculated. With a D mint mark, the range is 25¢ to $1.00 With an S, 15 to 75¢

It was produced at 3 US mints: Philadelphia which is shown in this list as 1918-P, Denver which is shown in this list as 1918-D and San Francisco which is shown in this list as 1918-S. To determine which coin you have look for the mint mark just below the date. A letter "D" is for Denver. A letter "S" is for San Francisco. If there is no letter below the date the coin was minted at Philadelphia.
