In the sixth generation only 5 Dragon-type Pokémon can learn Fairy moves by normal means.
Altaria (Moonblast and Dazzling Gleam), Dragalge (Play Rough), Tyrunt (Charm), Tyrantrum (Charm) and Noivern (Moonlight).
There is, however, a sixth special case. Since the move Charm was a Normal-type Move prior to the Gen VI and Latias could learn it in previous generations, if you teach it to a Latias in an old game and transfer it to X/Y it will keep the move, but it will be changed to Fairy-type to adapt to the new metagame. By doing that you can have a Latias that knows Charm.

well there are many different types of fairy dust you can get from different types of fairy such as the Himalayan and of course the Aborigine you can kill a fairy and then just take it but normally huge swarms of fairy would attack you and then well you would die. but you can get it from the black market in never land ONLY!!!

Many Pokemon can learn dragon claw, Any dragon Pokemon is able to leard dragon claw, if you go into your box, you can look at the summery of your Pokemon and it will tell you what type it is on the first page, if it mentions dragon it is able to learn dragon claw, for other Pokemon you can put Pokemon tyou think might beable to in your team and boot up the TM for dragon claw, it will show you if they are able to learn dragon claw.
