This is based on a state's population as determined by the U.S. census, taken every 10 years, where states may lose members while othere gain members. There is a minimum of 2 per state, regardless of population. This mirrors the number of electoral college members who elect the US President every 4 years. I believe the District of Columbia has non-voting representation.
