Your question seems to assume that everyone got off the ship and started flocking there including the Native Americans. As the colony developed Penn actually sold plots in the colony bringing others from England. The location of Philadelphia was a good one. There was a good port, the peace held between the colonist and the Native Americans, the land was good for farming ( 90% of the colonist farmed), the weather was fairly good, and it was a safe place for Quakers to escape.
