Because the southern states were economies based on slavery and many in the northern states felt that slavery was wrong.
The Northern states had put an end to the practices, at least officially they did, but most of the Framers from the Northern states were just so opposed to slavery as were some of the Framers from the Southern states too. However many farmers from the Southerns were still financially dependent on slavery and wanted it to be continued, so the Southerners believed that each state had a right to decide on the issues itself.

The founding fathers of the United States did not abolish slavery right away because it was something that they found useful. There were many slaves working in state houses in Pennsylvania at the time the Declaration of Independence was signed. Many families had slaves to do the cooking and cleaning in the northern states.
